Seeds of Davenport disclosure were planted at North Scott

Taxpayers in the city of Davenport wouldn’t know this, but a lawsuit filed against the North Scott School District in the late 1980s led to the law which required the disclosure last week of the $1.6-million buyout of their now-former city administrator, Corri Spiegel.
