Paper notice alerts residents to closed session on the city administrator

Agenda shows no actionable items for council to vote on

Eldridge council members relied on a  paper noticed pinned outside city hall to alert Eldridge residents of today's 6:30 p.m. closed council session at city hall to "evaluate the professional competency of an individual whose appointment, hiring performance or discharge is being considered when necessary to prevent needless  and irreparable injury to that individuals reputation... ."

Council members  scheduled today's meeting after meeting in closed session nearly three hours Monday night to discuss City Administrator Lisa Kotter's overdue evaluation and pay raise.

 The undated paper notice  alerts residents to "consideration of possible action," but lists no agenda items. Iowa law forbids local governments from voting on items not listed on agendas.

Iowa law allows only paper notice, but advises disclosure methods more convenient to residents without having to visit city hall.

At Monday's council meeting, council reached a consensus -- without a vote -- to begin posting full packets on the city website. The website has no reference to tonight's closed session on the city calendar, or the meeting .
