Taxable values jump up to 50 percent, launching avalanche of appeals

Some Scott County apartment owners had grudgingly accepted 10-, 20- and 30-percent property value increases calculated this year by the Scott County Assessor. This month, they learned the Iowa Department of Revenue ordered an unprecedented 21 percent across-the-board hike on all multi-residential property in Scott County.
