Eldridge sets topsoil rules for new home lots

Grunwald and Mel Foster expect 94 lots on the market yet this year

The next residential lots sold in Eldridge must retain enough topsoil to grow a lawn. A new Eldridge ordinance intends to prevent builders stripping good dirt from new subdivisions.
