The Iowa House passed the Higher Education Reform Act, House File 2558 Feb. 28 on partisan lines, 56-39. As amended, the bill would cap tuition at 3% and freeze it for certain students’ four years of undergraduate studies and prohibit the creation of new administrator positions without Board of Regents’ approval. more
