Federal fugitive escapes, apprehended in Muscatine County

Editor’s note: The following was sent Nov. 4 to the Advocate News by Ardyth D. Slight, chief deputy of the Muscatine County Sheriff’s Office.

On Nov. 4, Muscatine County deputies assisted the U.S. Marshal with the apprehension of Jose Ruiz, Jr. (FBI # 644027AC4) who escaped from the halfway house in Davenport last week only nine days after his arrival there from the Federal Bureau of Prisons.

Capt. Quinn Riess of the Muscatine County Sheriff’s office coordinated the efforts to support this operation to ensure it was conducted effectively and safely. Ruiz was located at 1716 Bandag Drive, Muscatine at or about 6:30 a.m. this morning and taken into custody by the U.S. Marshals.

Original charges on Ruiz were drug distribution and conspiracy. There will be an additional charge for escape.
